The Colonial Secretary will inform the Editor of the

Daily Press accordingly.

4.

I am to add that the Colonial Government

cannot accept the view expressed in Colonel Iles' minute

that a Censorship of the Press can be instituted under

any power conferred by the Order-in-Council of 26th October

1896.

The Censorship of the Press in this Colony

has been established by a voluntary agreement with the

Press and you will observe from the attached correspondence

with the Secretary of State for the Colonies that the

latter recognises that fact and has indicated that legis-

lation on the subject is not desired by him. The Governor,

therefore, wishes that any complaints against the action

of the Press in publishing inappropriate or objectionable

matter may be dealt with, as heretofore, by the Colonial

Secretary under the instructions of the Governor.

I have the honour to be,

Sir,

Your obedient servant,

sa. Claud Severn,

Colonial Secretary.
